This study aims to analyse the normative construction of Regional Regulation of West Nusa Tenggara Province Number 3 of 2025 on the Implementation of Tourism, examine its vertical harmonisation with Law Number 10 of 2009 on Tourism, and formulate its normative implications for tourism development on Lombok Island. This research employs a normative legal method (doctrinal legal research) with statutory, conceptual, and historical approaches. Primary legal materials consist of Regional Regulation NTB No. 3/2025, Law No. 10/2009, and related regulations, while secondary materials include journal articles and scientific publications on regional tourism policy. The analysis applies grammatical and systematic interpretation to assess consistency and hierarchical coherence. The findings indicate that Regional Regulation NTB No. 3/2025 has a comprehensive structure covering seven dimensions of tourism implementation and adopts the BGCAM pentahelix model to support collaborative governance. Vertically, the regulation aligns with Law No. 10/2009 in terms of principles of implementation, allocation of authority, and guarantees of community participation, and incorporates a risk-based business licensing paradigm consistent with the Job Creation Law. Its normative implications include opportunities to strengthen destination governance through collaborative organisations, integrate spatial control and carrying capacity, and reinforce local economic empowerment. Employing a qualitative approach with a descriptive-interpretative method, data were collected through non-participant observation of Instagram content, including photos, videos, captions, and user interactions. The findings reveal that Sembalun tourism is predominantly represented through aesthetically pleasing and curated visuals of natural landscapes, creating an image of the destination as exotic and instagrammable. Audience participation through user-generated content reflects a collective production of meaning, although it remains shaped by the account's curation process. Furthermore, the mediatization of tourism via Instagram contributes to the commodification of the destination, positioning Sembalun as a visual product within the digital tourism market. This study concludes that Instagram functions not only as a promotional medium but also as an agent of reality construction that shapes perceptions, expectations, and tourism practices. Bali sejak lama dikenal sebagai destinasi wisata internasional favorit, khususnya bagi wisatawan Korea Selatan, karena keindahan alam, daya tarik budaya, serta citranya sebagai destinasi bulan madu. Tujuan penulisan artikel ini adalah untuk menganalisis perkembangan tren kunjungan, karakteristik wisatawan, serta faktor-faktor pendukung yang memengaruhi peningkatan kunjungan wisatawan Korea Selatan ke Bali pada masa pascapandemi. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan memanfaatkan data sekunder yang bersumber dari statistik resmi, laporan pemerintah, kajian pustaka, serta media daring yang kredibel. Hasil penelitian menunjukkan bahwa meskipun terjadi penurunan drastis selama pandemi, arus kedatangan wisatawan dari Korea Selatan ke Bali memperlihatkan proses pemulihan yang signifikan serta menunjukkan tren peningkatan setelah dibukanya kembali perjalanan internasional. Faktor pendukung utama meliputi kemudahan akses penerbangan, kerja sama bilateral Indonesia–Korea Selatan, promosi pariwisata melalui budaya populer Korea, serta tingginya minat terhadap wisata bulan madu dan budaya. Penelitian ini memberikan kontribusi dalam kajian pariwisata dengan menyajikan gambaran tren pasar dan strategi penguatan wisatawan Korea Selatan sebagai pasar potensial bagi Bali. Grounded in contemporary discourse on spiritual tourism that highlights holistic experience and inner transformation, this article aims to explain how the Melukat ritual functions as a medium for mental restoration as well as life meaning-making for modern tourists. A qualitative descriptive design was employed, using in-depth interviews with 15 repeat visitors selected through purposive sampling, complemented by participant observation and on-site documentation. Data were analyzed through systematic stages of reduction, display, and conclusion drawing based on inductively emerging themes. The findings show that Melukat is capable to shape three key self-wellbeing benefits for tourists: it reduces stress and anxiety, bringing a sense of relief, calm, and a more optimistic outlook on life; it enhances emotional balance by improving the ability to manage negative emotions, strengthening inner resilience, and supporting clearer decision-making; and it elevates spiritual awareness through deepened faith, self-reflection, and congruence between tourists’ inner values and the sacred atmosphere of the destination.Theoretically, this study enriches spiritual tourism scholarship by positioning Melukat as a local, holistic practice that supports harmony of body, mind, and soul. Evolved from a purely Hindu religious ritual into a cultural phenomenon that attract widespread attention. Yhis study aims to analyze the economic impact and the effectiveness of the festifval as aregional promotion tool within the framework of culture-based tourism. Using a descriptive qualitative method with a case study approach data were collected through field obeservations, document studies and in-depth interviews with stakeholders. The results indicate that the Ogoh-Ogoh Festival provides a significant economic impact by increasing local MSME activities, hotel occupancy rates and transportation services around the city center. Furthemore, the festival serves as an affective regional promotion instrument, strengthening Mataram’s image as an inclusive and relius cultural destination. This study is motivated by the growing role of cultural tourism as a means of preserving ethnic identity amid modernization and globalization. The research method employed is a quantitative approach with a descriptive design. Data were collected through a questionnaire administered to 100 respondents, comprising tourists and local residents, using purposive sampling. Data analysis was conducted through validity and reliability tests, descriptive analysis, and simple linear regression. The results indicate that cultural tourism activities have a positive and significant influence on the preservation of Benteng Chinese culture. This suggests that the higher the level of engagement in cultural activities such as festivals and religious rituals, the higher the level of awareness, knowledge, and participation in cultural preservation. These findings reinforce the role of cultural tourism not only as an economic activity but also as a medium for strengthening social identity and cultural sustainability. This study contributes to the development of cultural tourism studies, particularly in the context of preserving the culture of ethnic minorities, and underscores the importance of sustainable tourism management grounded in cultural values.</p>2026-02-01T00:00:00+07:00##submission.copyrightStatement##
